It supports professional and academic research, legal education, and source research for legal opinions, pleadings, contracts, regulatory compliance assessments and organizational decisions. Research can address substantive and procedural rules, requirements and exceptions, powers and jurisdiction, rights and obligations, liability, sanctions and remedies.

Research spans civil and commercial law, companies, enforcement and insolvency, employment and social security, consumer protection, property, family and inheritance, criminal law, public administration, taxation, constitutional law and other Turkish legal subjects represented in the available sources.

Search legislation by topic, title, number or Official Gazette details. Sources include laws, decree-laws, presidential decrees, regulations, communiqués and available repealed instruments. Read full texts or specific articles, inspect chapter and article structures, search within legislation, and retrieve general or article-level legislative rationales where available. Distinguish legislative rationales from enacted provisions.

Find public court decisions by legal issue and, where supported, court or chamber, date, and case or decision number. Sources include Yargıtay civil and criminal chambers, Danıştay, regional appellate civil courts, first-instance civil courts, the kanun yararına bozma collection and Constitutional Court (AYM) constitutional review and individual applications. Read and compare the facts, reasoning and outcomes of decisions alongside the relevant legislation. Research GİB private rulings as administrative tax interpretations tied to their facts and period.

Connect a Mütalaa account and keep research inputs anonymous. Mütalaa provides legal information and source research; legal representation, submitting applications and access to private UYAP files are outside its scope. Foreign-law-only research and searches of regional criminal appellate or regional administrative courts are outside this release. Coverage depends on the available sources; exhaustive coverage, historical versions and instant updates are not guaranteed.
